Policy

In recognition of environmental tobacco smoke health risks, the University intends to provide a smoke free environment for its faculty, staff, students, and visitors.

Regulations

1. Tobacco use is prohibited in all University buildings, facilities, grounds, and University-owned vehicles, as they are considered property of the University and under the authority of the Board of Regents of the University, except as indicated below.
2. Tobacco use in privately-owned vehicles and on sidewalks adjacent to public thoroughfares is not prohibited.
3. The sale of tobacco products is prohibited in all University buildings, facilities, and grounds under the authority of the Board of Regents of the University.
4. Assistance with tobacco cessation for faculty and staff is available through MHealthy at https://hr.umich.edu/benefits-wellness/health-well-being/mhealthy/faculty-staff-well-being/alcohol-tobacco/tobacco-consultation-service which includes information about the UM Tobacco Consultation Service, current health plan offerings and available on-line programs. Students can receive assistance through the University Health Service.
5. Prohibited tobacco products include lighted cigar, cigarette, pipe, or other lighted smoking devices as well as electronic nicotine delivery systems (including vapes, vaporizers, vape pens, hookah pens, electronic cigarettes (e-cigarettes or e-cigs), e-cigars, e-pipes, and other battery powered devices used to smoke or vape. Non-combustible tobacco products such as chew, snuff, snus, and hookah are also not allowed.
6. Tobacco use is not prohibited for fundamental traditional and ceremonial use of tobacco such as by Native American tribal members with prior approval of the dean or director responsible for the facility. An example of a ceremonial use is smudging , a sacred, centuries-old cultural practice used by Indigenous/Native American people that involves the burning of herbs such as sage, sweet grass and tobacco.
7. Tobacco use is not prohibited for research purposes in a controlled laboratory setting with prior approval of the dean or director responsible for the facility. Smoke, like any other laboratory air contaminant generated, shall be controlled locally in a chemical hood or exhaust system that provides 100% exhaust to the outside.
8. Michigan Medicine’s Tobacco-Free Environment Policy remains in effect for Michigan Medicine facilities as outlined in https://michmed-clinical.policystat.com/policy/10543300/latest/#autoid-j6yxw.

Procedures

The success of this policy depends upon the thoughtfulness, consideration, and cooperation of those who use tobacco and those who do not. All faculty, staff, students, and visitors share the responsibility for adhering to and enforcing the policy. Any concern should be brought to the attention of the individuals responsible for the operation of the University facility in question and/or the Supervisor responsible for the work area. Any exceptions to this Standard Practice Guide must be approved by the appropriate executive officer or designated representative.
