Division of Public Safety and Security

Organization:

The Division of Public Safety and Security(DPSS) encompasses all police, emergency management, safety, and security functions on the University of Michigan Ann Arbor campus.  The Division is comprised of the University of Michigan Police Department, Hospitals and Health Centers Security and Safety Services, Housing Security and Safety Services, Emergency Management, and University Security Services. 

The DPSS is committed  to fostering an environment of collaboration and information-sharing among the Divisional units, as well as taking an integrated approach to safety and security, optimal efficacy and consistency in incident response protocols and procedures, and to establishing and strengthening partnerships across the institution that both support and enhance campus safety.

Authority:

The Division is led by the Executive Director of the Division of Public Safety and Security.  The Executive Director of DPSS reports directly to the President of the University. 

Advisory Board:

The Division of Public Safety and Security Advisory Board functions solely as an advisory group to the Executive Director of DPSS. The Advisory Board is comprised of five or more members, including members representing the five major divisions of the University:  Academic Affairs and Provost’s Office, Business and Finance, Medical Affairs, Student Affairs, and Office of General Counsel.

Responsibility:

The DPSS is responsible for providing all law enforcement, security, and emergency management functions on the University of Michigan Ann Arbor Campus.  Some specific and unique services are provided to certain major operating units (e.g. University Housing, Hospitals and Health Centers, museums) to meet the security needs of those units.

 The DPSS is directly responsible for the overall physical security of campus buildings and grounds.  This includes establishing design specifications and standards for the acquisition and deployment of all access control and physical security technologies. The Division also provides guidance and input into design specifications as they relate to building design, engineering, construction, alarm, and monitoring systems.

 The DPSS is responsible for ensuring that all officers and staff are trained in, and compliant with, all applicable federal, state, local and University laws and regulations, including coordinating University compliance with the federal Clery Act, publication of an annual report and crime statistics, publication of timely warnings of threats to the community, publication of a daily crime incident log, and training of campus personnel.

 Mission:

It is the mission of the Division of Public Safety and Security to provide a safe and secure environment and to protect all persons and property in the University community. The DPSS partners both within the University and with the local community to foster a safe and secure environment in support of the University’s mission of creating, communicating, preserving and applying knowledge, art, and academic values, and in developing leaders and citizens who will challenge the present and enrich the future.

 Scope of Activities:

The Division of Public Safety and Security departments each have some unique areas of focus: 

  • The University of Michigan Police Department is a full-service law enforcement agency providing police services to the University community. The Department’s police officers are granted authority to enforce federal law, the laws of the State of Michigan and the rules and ordinances of the University.  
  •  Hospital and Health Centers Security Services is comprised of uniformed Security Officers and Guest Service Specialists (GSS) who provide comprehensives security services to UMHHC patients, families, visitors and staff.  This includes security patrols, visitor management, crime prevention/staff education and responding to calls for assistance such as medical emergencies and patient assistance.
  •  Housing Security and Safety Services is comprised of uniformed Security Officers who provide security services within, and on the grounds of, all University Housing owned and operated facilities.  Responsibilities include security patrols, access control, crime prevention educational programming, consultation in matters of student conduct, and oversight of all residential fire safety functions and security technologies.
  •  Emergency Management serves the U-M community in its efforts to prepare for, protect against, respond to and recover from the broad range of emergencies that may adversely impact our people, operations and environment. In preparation for an emergency, they are responsible for helping the campus community cooperate with primary emergency response teams including but not limited to: UMPD, OSEH, Plant Operations, Ann Arbor Fire and Huron Valley Ambulance.
  •  University Security Services provides oversight and coordination of infrastructure protection, security systems, technology management, and major events coverage.  University Security Services also coordinates and oversees security services in both the University of Michigan Museum of Art and the Kelsey Museum of Archaeology, as well as contract security services across the Ann Arbor campus.

These departments provide collaborative response to safety, security, police, fire and medical emergency and non-emergency events including reports of crime, suspicious activity and requests for assistance. 

University police, security officers, and contract security routinely patrol all campus buildings and grounds.  These patrols are conducted with the goal of detecting, minimizing and preventing criminal activity and/or property damage or loss as well as to provide the University community with a visible and accessible uniformed law enforcement and/or security presence. Patrols are conducted 24 hours a day, seven days a week.

Working within the Divisional departments are communications personnel who receive emergency and non-emergency telephone and text calls for assistance from the community and dispatch Divisional officers, fire department or EMS personnel as needed.  Communications personnel also monitor fire alarm systems, security systems, and access control alarms for campus buildings. 

Various departments within DPSS have responsibility to investigate reports of criminal or suspicious activity.  Each of the following three departments has defined investigative responsibilities:

  • University of Michigan Police Department police officers investigate crime, actual or suspected, that is reported to have occurred on University property. University of Michigan Police Department’s Criminal Investigations Unit works closely with Hospital Security and Housing Security in their investigations of criminal incidents having occurred within their area of responsibility.  University Police complete criminal investigations up to, and including, preparing cases for criminal prosecution.  
  •  Hospital Security performs comprehensive investigations and reports on employee, patient, family, and visitor misconduct, suspicious incidents, personal injuries, property damage, and drug discrepancies.  The Department also performs preliminary investigations into criminal activity such as theft reports and also vehicle accidents in close collaboration with University of Michigan Police Department.
  •  Housing Security investigates and prepares reports for both criminal and non-criminal incidents, general assistance and student behavior. Officers also conduct preliminary investigations into criminal activity, in close collaboration with the University Police. 

 Investigative departments share among each other any and all information that can be legally shared.  University Departments (e.g. Hospitals & Health Centers Clinical Affairs) will provide information as requested to investigating officers within the limitations and procedural requirements related to certain information protected under state and/or federal laws and regulations.   

 Prevention:

Responsibility for crime prevention and personal safety is both an individual responsibility and a shared responsibility across the University community. Each Divisional department offers specifically tailored community education in areas of crime prevention, personal safety and emergency management.
