Physical Security Technologies

Overview
To achieve its mission, the University of Michigan is committed to providing a safe and secure environment for all. SPG 510.01 establishes that the Division of Public Safety and Security (DPSS) is directly responsible for the overall physical security of University Facilities; this SPG vests primary responsibility for governance of and standards relating to Physical Security Technologies with DPSS. In fulfilling this role, DPSS works in partnership with Information and Technology Services (ITS) to support technology infrastructure, and with Business and Finance - Facilities and Operations to support the physical building infrastructure, ensuring that security measures are aligned, sustainable, and effective across the institution.
Definitions
- Facilities or Facility: all properties and facilities that are owned, controlled, rented, leased, managed, or operated by the Regents of the University of Michigan
- Physical Security Technologies: technologies for physical security such as-
- 800 MHz U-M public safety radio system
- access control devices and backend systems-keyless and keyed-for Facilities
- cameras used for security purposes
- duress alarm or alert capabilities and backend systems
- physical security early detection, screening, and alert devices or backend systems, e.g., to detect weapons
- security alarm systems and their components
- security video management or monitoring backend systems
- specialized safety enhancements, materials, or devices, such as classroom door locks, blue light phones, and bollards
- future security technologies
Purpose
This policy establishes the University's approach to and governance of Physical Security Technologies across all University Facilities.
Policy
Subject to lawful directives from the President or the President's designee:
- DPSS governs the placement, use, maintenance, replacement, and removal of Physical Security Technologies at Facilities and for developing standards related thereto;
- DPSS may not itself, nor may it permit others, to use University Physical Security Technologies at Facilities in violation of University policy or in an unlawful or unauthorized manner, including in ways that would:
- use Physical Security Technologies with the intent to chill, compel, prevent, or punish speech or association,
- discriminate based on race, color, national origin, age, marital status, sex, sexual orientation, gender identity, gender expression, disability, religion, height, weight, veteran status, viewpoint, or association, or
- violate privacy, including, for instance, by placing security cameras in places where there is a reasonable expectation of privacy, such as within bathrooms, locker rooms, lactation rooms, reflection rooms, and the like;
- DPSS will prioritize the safety and security of people and property regarding the placement, use, maintenance, replacement, and removal of Physical Security Technologies and in its creation of standards relating to Physical Security Technologies at Facilities;
- DPSS will establish and maintain Physical Security Technologies standards and guidelines that University units will use to incorporate Physical Security Technologies into new construction, Facilities renovation, or retrofitting of current Facilities, as well as in general operations;
- Information and Technology Services will assist DPSS in establishing and implementing standards and Physical Security Technologies that can or will function within the University's information technology infrastructure, as needed;
- Facilities and Operations will assist DPSS in establishing and implementing standards for Physical Security Technologies that can or will function within the University's Facilities infrastructure, as needed; and will align Key Office F&O Maintenance Services procedures with approved access control policies and standards; and
- All units and employees must cooperate with DPSS in its work under this SPG. Units and employees will not install or operate Physical Security Technologies in a manner that is inconsistent with DPSS standards.
Oversight and Governance
The Executive Director of DPSS-with assistance from the Vice President for Information Technology and Chief Information Officer and the Executive Vice President and Chief Financial Officer, as needed-shall facilitate the following every three years or as requested by the President:
- Solicit campus feedback and input, when necessary, regarding aspects of this policy
- Review of this SPG and related standards with a report to the Office of the President
- Communications to the University community about Physical Security Technologies and their related standards and guidelines
Concerns about compliance with or the implementation of this SPG or standards relating to it may be raised with the Office of the Executive Director of DPSS or the Office of the President.
